Federal Compliance Scope

WageComply federal V1 is built for U.S. federal Davis-Bacon / DBRA certified-payroll workflows and the current WH-347 process. It intentionally fails closed when required facts are missing or a supported rule cannot be resolved.

Included in federal V1

  • Source-linked, project-specific wage-determination and rate snapshots.
  • Multiple classifications for a worker within a payroll week.
  • Actual wage facts stored separately from required prevailing-wage minimums.
  • Deterministic wage, fringe, supported overtime, apprentice, deduction and reconciliation checks.
  • System-controlled payroll sequencing and verified deadline facts.
  • Current WH-347 draft, review, human certification, immutable final version, submission tracking and amendments.
  • Private project evidence and Audit Defense Package workflows.

Human decisions remain required

WageComply does not automatically determine whether a contract is covered, which wage determination legally applies, whether every unusual deduction or overtime fact pattern is lawful, or whether a separate agency, state or local requirement applies. Those facts must be supplied or resolved by the contractor and, where appropriate, the contracting agency or qualified adviser.

Not included yet

State and local prevailing-wage rules are not represented as supported federal-V1 functionality. Payroll-provider integrations shown as Coming Soon are not available integrations. Government submission remains outside WageComply unless a specific submission integration is later verified and released.

No government endorsement

WageComply is not affiliated with or endorsed by the U.S. Department of Labor, SAM.gov, or a contracting agency. It is software that assists contractors with preparation, validation, evidence and workflow; it is not legal advice and does not guarantee the outcome of an agency review.

Rule evidence

Compliance-critical behavior is designed to be deterministic and regression-tested against documented federal requirements. Historical certified payroll evidence is preserved against the project-specific snapshots used at the time rather than silently recalculated from a changing global rate library.
